Does the system crashes? Then it is something wrong with premiere instalation. If Premiere crashes only in Hardware Acceleration mode then I think it is a driver issue. Update the nvidia driver or downgrade it if you have the latest one. Please reply with results. @phduh

You just have to change the administration rights of the cuda_supported_cards.txt file (right click it->properties ->security tab) or try to move it to another direcotry, edit it and then move it again to the appropriate directory, maybe this fix it.
