Disable Hardware acceleration and import a video clip. Does the system crashes? Then it is something wrong with premiere instalation.
If Premiere crashes only in Hardware Acceleration mode then I think it is a driver issue. Update the nvidia driver or downgrade it if you have the latest one. Please reply with results.</description>

You just have to change the administration rights of the cuda_supported_cards.txt  file (right click it-&gt;properties -&gt;security tab) or try to move it to another direcotry, edit it and then move it again to the appropriate directory, maybe this fix it. For more google win7 ownership rights.
